Goals and visions

The overarching objective of education and research policy is for Sweden to be a prominent knowledge and research nation characterised by high standards.

The objective of preschool and compulsory school is high-quality and equitable education. Everyone is to be given the conditions to enable them to achieve the national attainment goals and develop their knowledge, skills and abilities as far as possible, regardless of gender.

Swedish upper secondary schools are to provide high-quality and equitable education. All young women and men in upper secondary school are to be given the conditions to enable them to achieve the national attainment goals and develop their knowledge, skills and abilities as far as possible, based on their own situation. Upper secondary school is to provide pupils with a good foundation for professional activities or further studies.

The objective of the types of school that come under municipal adult education is for adults to be supported and stimulated in their learning. They are to be given the opportunity to develop their knowledge and competencies so as to strengthen their position in working and community life, and foster their own personal development. The educational programmes are to be based on the needs and requirements of the individual. Moreover, municipal adult education and special education for adults are to give priority to those who have received the least amount of education.

The objective of liberal adult education is to give everyone the opportunity, together with others, to increase their knowledge and level of education for personal development and participation in society.

The objective of post-secondary vocational education and training is for educational programmes at vocational higher education institutions to meet the need for workers with post-secondary vocational education and training in working life, or help to develop or maintain advanced vocational expertise in narrow occupational fields that are important for individuals and society. Supplementary educational programmes are to meet the educational needs that exist outside the formal education system.

The objective of universities and other higher education institutions is for education and research to maintain high international standards and be run efficiently and effectively.

The objective of education and research is for Sweden to be a prominent research nation in which research and innovation are conducted to a high standard, contributing to the development of society and the competitiveness of industry.

The objective of research policy is that Sweden will be a world leader in research and innovation, and a leading knowledge nation. Excellence in research, higher education and innovation will lead to social development, prosperity and business competitiveness, and respond to the societal challenges we face, both in Sweden and globally.

Sweden’s aim is to be a knowledge nation and a world leader in education, training and new ideas. However, increasing numbers of pupils are leaving compulsory school without being able to continue to upper secondary school. We must reverse this trend.

The Government’s objective is that all pupils are to have a fair chance of succeeding in school, irrespective of where they live or how many books they have at home. We are therefore directing special measures at schools with poor results and difficult conditions, and we are investing in more staff in primary school. We also intend to introduce a reading-writing-arithmetic guarantee so that pupils who need support receive it early on.

At the same time, a national action for Sweden’s teachers is being implemented, which includes investments in higher teacher salaries and reduced administrative burdens. We are also expanding higher education to ensure more places throughout the country, and we are investing in higher-quality education.

Opportunities must exist for people to educate, train and retrain themselves, regardless of where they are in life.
