An important part of the Government’s work to realise its policies is to draw up proposals on the central government budget. The proposals are submitted to the Riksdag in the spring and autumn.
Stronger recovery in Swedish economy than expected
The Swedish economy is showing a stronger recovery than expected during the autumn. The labour market situation has also developed more positively compared with previous assessments. The employment rate is expected to be somewhat higher this year and next year compared with the assessment in the Budget Bill for 2021, while unemployment is expected to be lower. However, in the future, activity is expected to be hampered as a consequence of an increased spread of the COVID-19 virus and restrictions. This is clear from the Ministry of Finance’s most recent economic forecast, presented today by Minister for Finance Magdalena Andersson.

The Swedish fiscal policy framework
The fiscal policy framework is an instrument to ensure that fiscal policy is sustainable and transparent in the long term.
Certain principles are regulated by law, while others are based on the practice that has gradually developed since the 1990s.
In June 2016, a cross-party agreement was concluded on changes to the fiscal policy framework. In April 2018, the Government presented a written communication to the Riksdag containing a cohesive description of the framework.

Government support to culture schools reintroduced
To ensure that as many children and young people as possible can benefit from municipal culture school activities, the Government proposes that the support to municipalities running culture school activities should be reintroduced, and that it should amount to the previous level of SEK 100 million a year.

Long-term financing of military defence
In the Budget Bill for 2020 the Government proposes that military defence will be allocated an additional five billion SEK for the year 2022. This investment is fully funded through a bank tax. The Budget Bill is based on an agreement between the Government, the Centre Party and the Liberal Party.

Climate declaration when constructing buildings
The Government intends to introduce a climate declaration requirement when buildings are constructed, which will enter into force on 1 January 2022. To implement the measures needed to accomplish this in an efficient and effective manner, the National Board of Housing, Building and Planning will receive SEK 10 million per year up to 2022.
