The Government safeguards the Swedish model, which builds on agreement between unions and employers on terms of employment in the labour market. Sweden is also pursuing issues in the EU on fair competition for businesses, and on rights and conditions for EU citizens who are posted to work in Sweden.

SEK 30 million to fight work-related crime
In the Budget Bill for 2021, the Government proposes a permanent increase of SEK 30 million in the Swedish Work Environment Authority’s administrative appropriation. This will better enable the Swedish Work Environment Authority and other agencies to work in a focused and collaborative manner to continue to fight fraud, regulatory non-compliance and crime in the Swedish labour market. The Government’s proposal is based on an agreement between the government parties, the Centre Party and the Liberal Party.

Criminal activity in working life
“Criminal activity in working life has no place in our labour market. Society’s view of unscrupulous companies that cheat must continue to be uncomprising. Companies that follow the rules risk being out-competed by unscrupulous actors. The Government is taking a tough stance. It is important to call problems by their proper name. We have a level of criminal activity in working life here in Sweden that exploits people and also functions as a source of income for organised crime,” says Minister for Employment Eva Nordmark.
Fair working conditions for posted workers
It is increasingly common for citizens of other countries to be posted to work in Sweden. The Posting of Workers Directive contains rules for people who are posted to another country by their employer to work there for a limited period.
A work environment policy for the modern working life
The Government's work environment policy for 2016-2020 is to contribute to a work environment that prevents ill health, accidents and people being excluded from working life. Work environment management must take into account people's differing circumstances and contribute to the development of both individuals and operations.

Free movement is a cornerstone of EU cooperation. Mobility must go hand in hand with social security, a high level of employee protection and good working conditions for all employees, wherever they come from.

Amendment of regulations concerning the notification obligation in connection with posting
The regulations for posting in Sweden are based on the employee organisations having main responsibility for monitoring working and employment conditions for employees posted to Sweden. At the same time, the Swedish Work Environment Authority supervises the working environment of those posted. In order for this control and supervision to function, an amended regulatory framework for notification obligation for posting is proposed in a ministry memorandum from the Ministry of Employment.

Proposal for fairer working conditions in the transport industry
Conditions in the transport sector are important in relation to the Government’s work for fair working conditions in the labour market. In a ministry memorandum from the Ministry of Employment, amendments to the Posting of Workers Act are proposed with the aim of clarifying the applicability of the regulatory framework to the carriage of goods by road and improving supervision and regulatory compliance.

Important legislative proposal that expands upon the Swedish labour market model in situations involving the posting of workers
The Government has adopted the government bill ‘New posting regulations’. These legislative amendments help create a more effective and efficient system for the protection of the rights of posted workers under the EU Posting of Workers Directive and the Enforcement Directive. The legislative proposal also contains provisions aimed at increasing transparency and predictability when posting workers so that it will be easier for companies that post workers to find out what conditions apply in the Swedish labour market.

Prime Minister to meet with Federal Chancellor Angela Merkel
Prime Minister Stefan Löfven has been invited to meet with Federal Chancellor Angela Merkel in Berlin on 26 August. Together with the Danish Prime Minister Lars Løkke Rasmussen, the Finnish Prime Minister Juha Sipilä and the Dutch Prime Minister Mark Rutte, the two heads of government will discuss the EU's future and the challenges it is facing following the UK referendum, in preparation for the informal European Council meeting to be held in Bratislava in September.

Swedish Minister for Employment to take part in informal European ministerial meeting in Vienna on fair conditions in the labour market
On 19–20 May, Minister for Employment Ylva Johansson will take part in an informal ministerial meeting in Vienna on fair and decent conditions in the labour market. The meeting is a follow-up of the ministerial meeting Ms Johansson hosted in Stockholm in September 2015 on fair and decent working conditions in the EU internal market.
