Sweden in a digital world

A strategy for Sweden’s foreign and security policy on cyber and digital issues.

This strategy aims to enhance Sweden’s security, prosperity and competitiveness through a cohesive and integrated foreign and security policy on cyber and digital issues. By reinforcing a global, open, free and secure cyberspace based on the rule of law, Sweden can strengthen its international role and influence.

  • The foreign and security agenda related to cyber and digital issues is increasingly important as digital and physical realities merge. New technologies such as artificial intelligence (AI), quantum technology, advanced semiconductors and next-generation communication networks (6G) are influencing international cooperation and the global balance of power. The EU is Sweden’s main platform for these issues. Sweden will pursue an alliance policy based on solidarity within the EU and NATO, and cooperate with strategic partners and the private sector to manage international threats. A cohesive foreign and security policy is essential to strengthening Sweden’s security, prosperity and competitiveness.

    Security policy

    Sweden faces security policy challenges related to cyber and digital issues. It is important to support innovation and strengthen cooperation against cyber threats. Sweden is a leader in technological development and strives to protect national security interests. Cyberattacks are a reality and mitigating these threats is vital. Sweden will pursue a policy based on solidarity within the EU and NATO and integrate cyber issues into foreign and security policy.

    Trade, prosperity and competitiveness

    Sweden is at the forefront of digital development, which is fundamental to economic growth and competitiveness. Sweden’s trade policy is focused on promoting Swedish digital technologies and Swedish companies’ international operations. Cooperation between the private and public sectors is crucial to strengthen Sweden’s position in digital technology and innovation. Sweden strives to make European norms become global standards.

    Development and democracy

    Digitalisation can both strengthen and threaten democracy. Protection against digital harassment is important, especially for vulnerable groups. Malign information influence activities threaten democracy and must be addressed. Digitalisation can support development and lift societies out of poverty. Capacity-building in digitalisation and cyber security are necessary. Sweden supports development cooperation that promotes human rights, democracy and the rule of law.

    International cooperation

    The EU is Sweden’s most important platform for cyber and digital issues. Sweden supports the EU’s joint measures to respond to cyber threats and cyberattacks. NATO focuses on strategic cyber and technology issues. Sweden’s membership of NATO offers new opportunities to strengthen cyber defence and cyber security. Sweden also wants to develop cooperation with the Nordic and Baltic countries, and the United States. Strategic partnerships with countries such as Canada, Japan and South Korea are also important.
