The Stability and Growth Pact requires Member States to submit stability and convergence programmes in April of each year. These programmes provide the European Council with a basis for monitoring the state of the countries' public finances. They are also an instrument used by the Council in its work on supervising and coordinating economic policy in the EU and euro countries.

This year's convergence programme is based on the measures proposed in the Budget Bill for 2016 and the bill Spring Amending Budget for 2016, and announced in the 2016 Spring Fiscal Policy Bill. It is also based on the economic outlook and public finance forecast presented in the Spring Fiscal Policy Bill.

The Riksdag Committee on Finance was informed about the convergence programme on 26 April.

The programme was submitted to the European Commission on 29 April.
