Cooperation between Swedish and Ukrainian defence industries

Cooperation between the Swedish and Ukrainian defence industries takes place on a commercial basis and has expanded since Russia’s invasion in 2022. The cooperation has broadened from its initial focus on maintenance and spare parts for donated Swedish materiel. In August 2025, Sweden and Ukraine signed a letter intent on joint production of defence materiel. The objective is to strengthen supply chains and benefit the defence industries of both countries.
In October 2025, the Defence Materiel Administration was tasked with proposing how to build on this cooperation, with a focus on joint production and exchange of technical information. The proposals were submitted in December 2025. With the aim of creating more secure defence materiel export opportunities, the Government also introduced special export credit guarantees for defence exports to Ukraine in 2025.
In March 2026, the Defence Materiel Administration was additionally tasked with reporting in detail on the conditions and costs for transforming its current staffing in Ukraine into a defence industry office together with relevant Swedish government agencies and actors in the business sector. The Administration was also instructed to take measures within existing economic frameworks to prepare for the establishment of a defence industry office. It was also tasked with cooperating with the competent authority in Denmark with respect to the conditions for collaboration between Sweden and Denmark concerning the defence export office in Copenhagen announced by Ukraine. The Government also instructed the Defence Materiel Administration to issue letters of reference to Swedish companies with the aim of facilitating defence industry collaboration between Sweden and Ukraine.
