To enhance the value of Swedish citizenship, the Government considers that the requirements that must be met to become a Swedish citizen need to be more stringent. For this reason, on Friday 5 May, Minister for Migration Maria Malmer Stenergard convened a press briefing along with the Sweden Democrats group leader in the Riksdag, Linda Lindberg. At the briefing, they outlined what measures the Government intends to take to strengthen Swedish citizenship.

Today, Inquiry Chair and Judge Fredrik Fries presented his inquiry report to Minister for Migration Maria Malmer Stenergard. The Inquiry proposes introducing requirements of Swedish language skills and knowledge of Swedish society as conditions for being granted a permanent residence permit.

This year’s theme for the task force for Jewish life in Sweden is safety and security. The task force was presented on 26 January and its work will continue throughout the electoral period. The three civil society organisations invited to participate in the task force have now agreed to take part, and the first meeting will be held June.

The memorandum ‘An increased maintenance requirement for labour immigration’ was today circulated for comment. In the memorandum, the Government proposes that to be granted a work permit, a labour migrant must have a wage amounting to at least 80 per cent of the median wage.

The Government has decided to reintroduce border control at Sweden’s internal borders from 12 May to 11 November 2023. The decision is based on the Government’s assessment that there is a serious threat to public order and internal security. The current decision expires on 11 May.

Today, the interim report of the inquiry En ny ordning för asylsökandes boende (A new system for asylum seekers' accommodation), SOU 2022:64, has been circulated for consultation.

Foreign direct investments are hugely important to Sweden’s business sector. At the same time, there are risks associated with foreign actors investing in protected activities. The Government has therefore today decided to refer a proposal to the Council on Legislation for a new act under which investments that involve security risks can be reviewed by a special screening authority and, if necessary, prohibited.

The Government has decided to provide a grant of USD 75 000 to the United Nations International Organization for Migration (IOM) to conduct a survey. The survey targets adult Ukrainian citizens in Sweden who have been registered under the Temporary Protection Directive, and will include questions about their situation in Sweden.

Today, the Govern­ment proposed that participation in – and financing partici­pation in – a terrorist organisation should be a punish­able offence. This means that Sweden will have a new powerful tool to combat terrorism.

War and displacement bring with them an increased risk of people being exploited in prostitution and human trafficking. Women and children are at particularly high risk when families are separated as a result of war. New international support material has therefore been produced to support Swedish and foreign diplomatic missions in their efforts to combat human trafficking.

At Thursday’s government meeting, the Government tasked the Swedish Migration Agency with making it easier for people with visa exemptions to show their original passport when applying for a temporary residence and work permit.

Since December 2021, disinformation has been spread concerning Swedish social services taking Muslim children into care without a legal basis. According to the Swedish Psychological Defence Agency, there are no indications that the campaign will cease in the near future. Social services employees are being threatened and, in the worst case scenario, this risks leading to children in Sweden not receiving the social support to which they are entitled. The Government is now taking several measures to counteract the disinformation that is being disseminated.

The Government has proposed that participation in – or financing participation in – a terrorist organisation should be a punishable offence. This would further strengthen the criminal law framework to counter the threat posed by terrorism.

On 26 January, the Swedish Government decided to extend the previously-adopted entry restrictions requiring all travellers from China to be able to present a negative test result for ongoing COVID-19 infection upon arrival in Sweden, regardless of their vaccination status.

In Sweden, freedom of expression and demonstration are protected by the Constitution. Freedom of expression is one of the foundations of the Swedish state. Freedom of expression, freedom of information,  freedom to demonstrate and freedom of assembly are therefore central rights in our democracy. The individual’s right to freedom of religion is also strongly protected by the Constitution.

On 26–27 January, Minister for Justice Gunnar Strömmer and Minister for Migration Maria Malmer Stenergard will lead the first informal ministerial meeting of the Presidency in Sweden. The agenda includes EU migration policy, the fight against organised crime and Russia’s aggression against Ukraine.

The Government decided today to refer a proposal to the Council on Legislation aimed at giving the Swedish Police Authority more effective tools to prevent terrorist content being spread online. The legislative proposal complements an EU regulation in this area.

This compilation contains a selection of the acts and ordinances – both new and amended – that enter into force in the second half of 2022 or in early 2023.

The Government decided today to introduce temporary entry restrictions on travel from China. This means that travellers from China need to present a negative COVID-19 test result to enter Sweden. The test requirement applies as of 7 January.

The lifting of exit restrictions from China, combined with the increased and widespread spread of COVID-19 in the country, has raised the question of introducing entry restrictions, including in Europe. Sweden is now preparing to introduce certain such restrictions requiring a negative COVID-19 test. Travellers from China need to be prepared for decisions being taken at short notice.
