Central government budget

The Spring Budget, or the 2025 Spring Fiscal Policy Bill and 2025 Spring Amending Budget, is being presented today. In the Spring Budget, which is based on an agreement between the Government and the Sweden Democrats, the Government is using the strength of the Swedish economy to strengthen economic development and counteract the negative effects of the prevailing economic uncertainty.

On 15 April, the Government presented its Spring Amending Budget. In the Budget, the Government intends to utilise the strength of the Swedish economy to enhance its growth and offset the negative effects of the prevailing economic uncertainty.

The Swedish Government has presented its largest military support package to Ukraine to date, valued at almost SEK 16 billion. Ukraine has requested capabilities related to air defence, artillery, satellite communication, and naval capabilities. Together with the support package announced earlier this year, Swedish support to Ukraine amounts to approximately SEK 29.5 billion in 2025. Sweden’s military support since 2022 thus totals about SEK 80 billion.

SEK 25 billion to strengthen military defence; an additional SEK 16.5 billion to increased 2025 ‘Ukraine framework’; and a SEK 96 million package of targeted measures to counter hybrid threats. These are the proposals the Government will present in the forthcoming Spring Amending Budget. The Government and the Sweden Democrats have also agreed on a funding model to ensure that Sweden is able meet to a new, higher NATO spending target.

In the second half of 2024, the Swedish economy entered into a recovery phase that is expected to continue this year. At the same time, the high level of uncertainty resulting from factors such as increased tariffs is projected to dampen growth in the near future. These are the conclusions of the Ministry of Finance in a new forecast of economic developments.

The Government is now taking further steps in its overhaul of migration policy. In the Budget Bill for 2025, the Government proposes sweeping reforms for a responsible and restrictive migration policy.

The Government presented the Budget Bill for 2025 to the Riksdag today. In its 2025 Budget Bill, the Government proposes additional funding worth SEK 13 billion to Sweden’s military defence, including upward adjustments and previous decisions. This corresponds to an increase of 10 per cent compared with 2024. The proposal means that appropriations for military defence amount to SEK 138 billion for 2025. For the coming defence decision period 2025–2030, the Government proposes over SEK 170 billion in additional funding. This is a significant increase in resources aimed at implementing measures in the upcoming bill Total Defence 2025–2030. With these increases, defence expenditure for 2025 is forecast to be equivalent to approximately 2.4 per cent of GDP according to NATO’s definition, and equivalent to approximately 2.6 per cent in 2028.

Today, 9 September, the Swedish Government presented Sweden’s 17th military support package to Ukraine. The package, worth SEK 4.6 billion, meets Ukraine’s military needs and creates freedom of action for the future. It includes donations of materiel, direct procurement, material units and financial contributions.  

Inflation in Sweden is slightly below the 2 per cent target. At the same time, economic activity is weak. The Swedish economy is in recession, but recovery is around the corner. These are the conclusions of a new economic forecast by the Ministry of Finance. The Government’s efforts to build a stronger Swedish economy continue. According to Minister for Finance Elisabeth Svantesson, reforms in the forthcoming autumn budget are expected to amount to around SEK 60 billion.

Inflation has fallen considerably and is expected to continue to do so, while at the same time unemployment is expected continue to rise. In light of this, the Government is presenting its Spring Amending Budget with measures to navigate us through the recession, safeguard the welfare system and make Sweden a safer, more secure and wealthier country. The Budget is based on an agreement between the Government and the Sweden Democrats.

The Government presented its Spring Budget on 15 April. The budget has been presented against the background of significantly falling inflation while the Swedish economy is in recession, with low GDP growth and rising unemployment.

Inflation has decreased considerably and is expected to continue to do so, while unemployment is expected to rise. Subdued growth, combined with the weak labour market outlook, means that the Swedish economy is expected to remain in recession until 2025. This means a weaker economic situation and that the Swedish economy is considered to be in a recession that will last until 2025. These are the Ministry of Finance’s conclusions presented in a new forecast of the economic outlook.

Combatting antisemitism is a high priority for the Government. The budget presented on 20 September includes several initiatives to enhance and shore up these continued efforts. This includes funding to the Jewish Museum, the Living History Forum and the Official Council of Swedish Jewish Communities, and state aid for security-heightening measures.
