The Prime Minister’s Office is headed by Prime Minister Ulf Kristersson, and also includes Minister for EU Affairs Jessika Roswall. The Prime Minister’s Office consists of several offices and secretariats.

State secretaries work directly under the ministers. They assist the ministers in the planning, coordination and follow-up of the Office’s activities.

Prime Minister’s Secretariat

Staff at the Prime Minister’s Secretariat manage the Prime Minister’s engagements. They also work on the Government’s overall political strategy. The Secretariat also includes a press department, which is responsible for media relations.

Johan Stuart is State Secretary to the Prime Minister. He supports the Prime Minister in his role as head of government and head of the Government Offices. After the Prime Minister, he also has responsibility for the management and allocation of work in the Prime Minister’s Office and leads the Strategic Coordination Group.

State Secretary Johan Jakobsson is responsible for strategic communication.

Coordination Secretariats

The coordination secretariats manage political coordination at the Government Offices.

The Moderate Party Coordination Secretariat, Christian Democrats Coordination Secretariat and Liberal Party Coordination Secretariat are led by State Secretaries Per Swenson Claréus, Tobias Karlström and Johan Britz, respectively.

The Sweden Democrats Coordination Secretariat is led by a Head of Administration, Gustav Gellerbrant.

Office of the Minister for EU Affairs

Staff at the Office of the Minister for EU Affairs manage the Minister for EU Affairs’ engagements. The Office also includes a press secretary, who is responsible for media relations.

Christian Danielsson is State Secretary to the Minister for EU Affairs. He has corresponding responsibilities to the Prime Minister regarding EU affairs and bilateral engagement in Europe.

Permanent Secretary and Office of the Permanent Secretary

The Permanent Secretary – together with the State Secretary to the Prime Minister and the Director General for Legal Affairs at the Prime Minister’s Office – assists the Prime Minister in the day-to-day work of the Government Offices. The Permanent Secretary at the Government Offices is also Head of the Office for Administrative Affairs and, in organisational terms, belongs to the Prime Minister’s Office.

The Permanent Secretary is responsible for the Government Offices’ overarching planning, as well as the budget and follow-up. The Permanent Secretary is also responsible for administrative matters involving more than one ministry, or multiple committees under the aegis of more than one ministry. In addition, the Permanent Secretary – under the State Secretary to the Prime Minister – has overall responsibility for the administration of the Prime Minister’s Office. The Permanent Secretary presents proposals for – and follows up on – the budget of the Prime Minister’s Office.

The Office of the Permanent Secretary assists the Permanent Secretary in their capacity as both Permanent Secretary at the Government Offices and as Head of the Office for Administrative Affairs. The Office of the Permanent Secretary is also responsible for issues concerning the organisation of the Government Offices, premises, development and efficiency of the Government Offices, and for the process of distributing the Government Offices’ public authority appropriation. Moreover, the Office of the Permanent Secretary supports the Permanent Secretary in the administration of the Prime Minister’s Office.

The Human Resources Director, under the Permanent Secretary, works specifically to develop and ensure uniformity in employer policy within the Government Offices. The Human Resources Director is also responsible for human resources activities in the Prime Minister’s Office.

Director-General for Legal Affairs and Office of the Director-General for Legal Affairs

 The Director-General for Legal Affairs – together with the State Secretary to the Prime Minister and the Permanent Secretary – assists the Prime Minister in the day-to-day work of the Government Offices. The Director-General for Legal Affairs also assists the Prime Minister on legal matters.

The Director-General for Legal Affairs at the Prime Minister’s Office is responsible for coordination of legal and linguistic issues, with a view to achieving consistency and high standards in legislation and administration. The Director-General for Legal Affairs ensures that legislative and administrative matters are prepared at the Prime Minister’s Office so as to ensure legality, consistency and uniformity.

The Office of the Director-General for Legal Affairs assists the Director-General and is the Legal Secretariat of the Prime Minister’s Office. The Office is tasked with assisting in the coordination of the Government Offices for which the Prime Minister’s Office is responsible. Moreover, the Office of the Director-General for Legal Affairs supports the Prime Minister and the political leadership in the Prime Minister’s Office on legal matters and has a particular responsibility for the work of the Government. The Office also takes part in efforts to develop the Government Offices as an agency.

The Cabinet Minutes Office is also part of the Office of the Director-General for Legal Affairs.

Programme for digitalisation of core processes

The programme for digitalisation of core processes is under the Director-General for Legal Affairs. It entails inter-agency efforts to develop the working methods of core operations using digital tools.

Secretariat for Legal and Linguistic Draft Revision

The Secretariat for Legal and Linguistic Draft Revision is under the Director-General for Legal Affairs. It works within the Government Offices to ensure uniformity and high quality in legislation, with a particular responsibility for ensuring correct, simple and understandable language.

The Secretariat carries out legal and linguistic quality control of legislation from all ministries, provides advice and participates in training and other development activities. In addition, the Secretariat is responsible for EU-related language.

Moreover, the Secretariat is responsible for electronic publication of the Swedish Code of Statutes (SFS), the legal databases at the Government Offices and contacts between the Government Offices and the Council on Legislation.

Director-General for EU Affairs and EU Coordination

The Director-General for EU Affairs assists the Prime Minister on EU issues.

EU Coordination, under the Director-General for EU Affairs, works for the effective implementation of Sweden’s EU policy. It coordinates EU-related activities in the Government Offices and is responsible for EU treaties and the long-term EU budget. Moreover, EU Coordination is responsible for the Government’s actions in cases before the Court of Justice of the European Union, coordinates Swedish implementation of EU law and carries out certain monitoring of EU law. EU Coordination promotes the employment of Swedish citizens in EU institutions and is the authority responsible for the Swedish Institute for European Policy Studies (SIEPS). EU Coordination includes the EU Coordination Secretariat and the EU Legal Affairs Secretariat.

National Security Adviser

The National Security Adviser at the Prime Minister’s Office is responsible for analysis, coordination and focus of national security issues. The Adviser assists the National Security Council.

The Adviser also assists the Prime Minister with issues of foreign affairs, security policy and national security.

Director-General for Crisis Management and Crisis Management Coordination Secretariat

The Director-General for Crisis Management, under the National Security Adviser, is responsible for the analysis, coordination and focus of crisis management in the Government Offices, and for its development, follow-up and necessary preparations.

The Crisis Management Coordination Secretariat is under the Director-General for Crisis Management.

Government Offices work on national security

Office for Foreign and Security Policy 

The Office for Foreign and Security Policy Issues is under the National Security Adviser. The Office supports the National Security Adviser in supporting the Prime Minister on day-to-day foreign affairs and security policy issues.

Office for Strategic Analysis and National Security Coordination

The Office for Strategic Analysis and Coordination of National Security Issues is under the National Security Adviser. The Office analyses and coordinates issues concerning national security, and supports the ministries in their work on such issues. 

Intelligence Coordination Secretariat

The Intelligence Coordination Secretariat is under the National Security Adviser. The Secretariat analyses and coordinates intelligence at the Government Offices.

Internal Audit Office

The task of the Internal Audit Office is to conduct internal audits of all Government Offices activities, including committees and Sweden’s foreign representation.

The purpose of the audits is to provide an independent review of internal governance and controls at the Government Offices and how the Government Offices meets its financial reporting obligations.
